You are attempting to open a file type (Excel Add-in Files) that has been blocked by your File Block setting in the Trust Center

If the add-in is not visible and when you attempt to enable it you get the below message-

Go to File->Options->Trust Center->Trust Center Settings->File Block Settings and uncheck Excel Add-in Files.
